Network printing on classic system is done majorly with AppleTalk. When you choose a printer in chooser, it shows options for sharing if it is capable of such.

To print to a pc printer, classic will need additional thirdy party software. An effective setup would be to use PowerPrint and Miramar pcmaclan.
